史上、これほどまでに高画質のビデオ撮影が出来るカメラを、万人がポケットに入れている状況はないでしょう。
でも、ビデオ撮影自体は全然、普及していません。
どうしてでしょうか？
基本的には、カメラの性能アップに対して、基本的な撮影に関する情報が全く浸透していないために、
- 上手く撮れない
- 人に見せられない
- 撮らなくなる
という事もあると思います。

動画撮影はほとんど違法？
しかし、ネットで見る限り、この国では一般人のビデオ使用に対して絶望的な状況だなあ、という気がします。
何しろ、規制が多いのです。
もちろん、個人情報の保護は大切ですし、ビデオ撮影は色々な権利に関わったり、犯罪に利用されることもあります。
しかし、あまりに予防的観点からの規制が多すぎるのではないでしょうか？
公共の場所で行なわれている祭も、何の気なしに撮影していると、「許可は取ってるんですか？撮られたくない人もいるんですよ」と注意してくる人がいます。
100％反対はしませんが、公共の場所です。
人を集めるための催しに参加しておいて、撮られたくないって、ちょっとちぐはぐな気がします。
これが、テレビで使う映像だったりすると、恐らく「いえ、私たちは景色として撮影しているのであって、特定の個人を撮影しているわけではないですから」と応えます。
多分、裁判で争っても問題ない言い分なのでしょう。
私は個人で撮影してますから、無駄に争う気もなく、正義感タップリで注意してくる人には表面的には素直に従って、さっさと撮影を中止して帰ります。
運動会などの学校行事にしても、よく問題になります。
SNSなどに安易に投稿することについてです。
これは確かに問題だと思うんです。
インターネットで動画を簡単に投稿できる世の中というのは、これまで誰も経験してこなかったので、これがどういう悪影響をもたらすかは、未知数です。
しかし、規制したり教育すべきは「無頓着な投稿」に対してです。
その危険があるからと言って「撮影」を規制するのは変じゃありませんか？
もちろん、私は立場上、撮影そのものが規制されると喜ばしくないので、自分の主張に都合のいい解釈をしてるとは自覚してます。
しかし、「問題が起きないように予防する」という風潮が、どこかずれてると思ってしまうのです。
「包丁は人殺しの道具にもなるので、製造も販売も規制しましょう」とはならないですよね？
ともあれ、ビデオ撮影が元になったトラブルは防ぐ必要があります。
特にインターネットを使った公開には注意をして、画像に加工をするなり、工夫をしたほうが無難です。

I offer an online course on beginner-friendly video shooting techniques.
Never before in history have we lived in a time where everyone can carry a high-quality video camera in their pocket. Yet, video filming itself remains far from being widely practiced. Why is that?
One major reason is that, despite the increasing quality of cameras, basic knowledge about how to shoot good videos hasn’t reached the general population. This gap often results in:
- Poorly shot videos,
- A reluctance to share them,
- And eventually, a decline in filming altogether.
The online course focuses on practical methods for capturing visually appealing footage.
Is Video Filming Almost Illegal?
From what I observe online, the state of general video use in this country feels almost hopeless, largely due to overwhelming regulations.
Of course, protecting personal information is important. And yes, video filming intersects with various rights and could potentially be misused for crime. However, aren’t we taking preemptive regulation a bit too far?
Even festivals in public spaces can invite scrutiny if you’re casually filming. Someone might approach and ask, “Do you have permission? Not everyone wants to be filmed, you know.” While I don’t entirely disagree, these are public spaces. It feels somewhat contradictory to attend an event meant to attract people but object to being filmed.
If it were for television use, you could likely respond with, “We’re filming the scenery, not targeting specific individuals,” a stance probably defensible in court.
As an individual filmmaker, I avoid unnecessary conflicts. If someone with a strong sense of justice demands that I stop, I politely comply on the surface and quietly wrap up my filming.
The Controversy Around School Events
Even school events like sports days often become contentious, especially regarding casual sharing on social media.
This is undeniably an issue. The world has never before experienced an era where videos can be uploaded so effortlessly to the internet, so the potential negative impacts are still unknown.
That said, regulation and education should focus on “careless posting,” not the act of filming itself. Isn’t it strange to restrict filming because of the risks associated with its misuse?
An Over-Protective Society?
Admittedly, my position benefits from filming not being heavily restricted, so I recognize my bias. Still, the tendency to “prevent problems in advance” sometimes feels misaligned.
For example, we don’t say, “Knives can be used as murder weapons, so let’s regulate their production and sale,” do we?
Of course, troubles related to video filming must be addressed. Particular care should be taken when posting videos online, such as blurring faces or other measures to prevent issues.
